Mr. Segal is responsible for providing strategic leadership for the organization by working with NHP’s Board of Directors and executive team, and industry partners. As President and CEO, Mr. Segal leads the development and execution of the organization’s long term strategy with a view towards advancing NHP’s mission, ensuring financial strength, and creating value for all of its constituents.
During a career in health care spanning 30 years, Mr. Segal has executed successful strategic and operational initiatives that improved customer experience, organizational growth and financial success. Mr. Segal joined NHP in 2008 as Chief Operating Officer. Prior to NHP, he served as Senior Vice President of Customer Service and Market Performance at Harvard Pilgrim Health Care. Mr. Segal began his career as an analyst for the state Department of Youth Services and later the Rate Setting Commission.
Mr. Segal received a Master's degree in management from the Heller Graduate School at Brandeis University and a Bachelor's degree from Brandeis University.

Joseph C. Capezza
Chief Financial Officer
Joseph “Joe” C. Capezza leads NHP’s Finance Department and oversees financial operations, including: accounting, budgeting, actuarial services, underwriting, long-range and capital planning, financial reporting, revenue and program integrity management, and data and medical trend analytics.
Mr. Capezza has more than 30 years of experience as a CFO in the health care and insurance industries. He has served as the Chief Financial Officer for such leading companies as California’s Health Net, Inc., Harvard Pilgrim Health Care, and the Reliance Insurance Group of Philadelphia, Pennsylvania. As Harvard Pilgrim’s CFO, Mr. Capezza contributed to that company’s recovery as it regained profitability after it was placed in receivership in 2000.
Mr. Capezza is a Certified Public Accountant who received his bachelor’s degree from Fordham University. He is past-president of the Society of Insurance Financial Management. In 2005, Mr. Capezza was the recipient of the Health Leaders Magazine Top Leadership Team Award.

Katie CatlenderChief Commercial Officer
Katie Catlender is responsible for leading the organization’s strategic business efforts for Medicaid, Exchange and Commercial growth and retention, and to ensure that the customer is taken into consideration at all times, in all departments, and in all major decisions. Ms. Catlender designs, orchestrates, and continually improves NHP's customer experience—focusing on growth and integrated solutions and products. In this role, Ms. Catlender leads NHP's Commercial Sales, Product and Benefits Management, Customer and Provider Services, Provider Relations, Appeals and Grievances, and supporting operations, such as Quality Control, Reporting and Analysis, and Training.
Ms. Catlender has over 20 years of health care operations leadership experience with expertise in process redesign, sales operations, customer service, business oversight of complex IT systems implementations, and initiatives that support health reform and administrative cost reduction efforts while achieving service excellence for customers. Prior to joining NHP, she led a variety of service and operations functions at Harvard Pilgrim Health Care.
Ms. Catlender earned a bachelor's degree in Health Management and Policy from the University of New Hampshire. She holds the Certified Health Insurance Executive (CHIE) certification from America's Health Insurance Plans (AHIP), and several leadership designations, including Women Unlimited LEAD, Boston College executive Leadership for Change, and the AHIP Executive Leadership Program with Kellogg School of Management at Northwestern University.

Anton B. Dodek, MDChief Medical Officer
Anton “Tony” B. Dodek is the Chief Medical Officer for Neighborhood Health Plan. Dr. Dodek is responsible for providing strategic leadership in NHP’s care management, disease management, pharmacy, and cost trend mitigation programs.
Dr. Dodek has more than 25 years of experience as a clinician and health plan medical director. Prior to joining NHP, he served as the Associate Chief Medical Officer at Blue Cross Blue Shield of Massachusetts, where he was in charge of Medicare operations and the lead physician for the Alternative Quality Contract — a market-leading risk-sharing initiative to reduce costs and improve quality. Dr. Dodek has also served as the Senior Medical Director at Tufts Health Plan. In addition, he has served as the Chief of Pediatrics at Franciscan Children’s Hospital in Brighton, Massachusetts.
Dr. Dodek is a member of the Massachusetts Medical Society and the American Academy of Pediatrics.
A graduate of the University of Massachusetts in Amherst and Tufts University School of Medicine, Dr. Dodek is board-certified in pediatrics.

Richard DropskiVice President of Regulatory Affairs and Compliance
Richard Dropski provides strategic leadership in regulatory affairs and compliance. Mr. Dropski is responsible for ensuring compliance with laws, regulations, and policies that govern NHP’s Medicaid and Commercial lines of business. In addition, he serves as the Executive Director for the organization’s MassHealth program.
Mr. Dropski joined NHP in 2001. His previous positions at NHP include Clinical Education and Resource Manager, Director of Quality and Compliance, and Senior Director of Regulatory Affairs.
Prior to NHP, Mr. Dropski worked at the Visiting Nurses Association of Boston (VNAB) as a Community Health Nurse, a Clinical Educator, and a Manager of Patient Services. Previous to his tenure at the VNAB, Mr. Dropski worked at Milton Hospital and held various positions within the Massachusetts Department of Mental Health with responsibilities for contract management, quality assurance, program evaluation, and other administrative functions.
Mr. Dropski earned a Bachelor of Arts degree from the University of Massachusetts in Amherst. He also holds a Master of Science Degree in Clinical Psychology from Central Missouri State University, a Master in Public Health Degree from Boston University, and a Master of Science in Nursing from Salem State College. Mr. Dropski is a member of the Society of Corporate Compliance and Ethics and the American Health Lawyers Association.

Interim Chief Operating Officer
Mark McCormick is responsible for partnering with the senior leadership team to integrate and oversee all administrative, financial and operational functions throughout NHP to promote high professional standards and build an environment that fosters and reflects an approach to business that puts the customer first. Mr. McCormick also manages NHP’s day-to-day operations, focusing on quality, measurable performance outcomes and innovation while successfully leveraging the organization’s high-performing staff and other resources to achieve NHP’s mission and goals.
The co-founder of several software development and business solution firms, Mr. McCormick is a noted consultant and software architect who has served a variety of business and IT leaders over the past 20 years. In 2007, as President of Accelare, Mr. McCormick helped NHP streamline its IT architecture and save more than $2 million in consulting and licensing costs as the company made changes to keep pace with the growing data requests connected with the expansion of NHP’s commercial and MassHealth memberships. He also led groundbreaking efforts in health plan administration when he designed one of the industry’s first online enrollment and billing systems.

Paul Mendis, MDSenior Vice President of Medical Affairs
Paul Mendis is the Senior Vice President of Medical Affairs for Neighborhood Health Plan. Dr. Mendis is responsible for providing strategic leadership in NHP’s behavioral health, substance use disorders, health equity, and community benefits programs.
Most recently, Dr. Mendis served as NHP’s Chief Medical Officer from 2002 to 2016. Previously, he served as NHP’s Medical Director for three years. Prior to joining NHP in 1999, Dr. Mendis served as a Medical Director at Harvard Pilgrim Health Care, overseeing programs for elderly and disabled patients. He also served as Health Center Director at Harvard Community Health Plan for 12 years. In addition, Dr. Mendis practiced primary care and served as Chief of Internal Medicine at the Dimock Community Health Center in Roxbury, Massachusetts.
Dr. Mendis serves on numerous Boards, including the Massachusetts Health Council, Massachusetts Medicaid Policy Institute, Massachusetts Association of Health Plans, and the Dimock Center. He is a member of the Massachusetts Medical Society, American Medical Association, and the American Geriatrics Society.
A graduate of Princeton University and Harvard Medical School, Dr. Mendis is board-certified in internal medicine.

Dana RashtiChief Strategy and Marketing Officer
Dana Rashti is the Chief Strategy and Marketing Officer for Neighborhood Health Plan. He is responsible for providing strategic leadership in business planning, marketing analytics, marketing communications, public relations, and community outreach.
Mr. Rashti has over 30 years of experience in marketing, communications, product management, and brand strategy in the finance and health care sectors. Prior to NHP, Mr. Rashti served as Vice President, Chief Marketing Officer at Harvard Pilgrim Health Care where he led marketing and business planning, market research, and communications. He was also the executive sponsor of many of the company’s multicultural and inclusion initiatives.
Mr. Rashti earned a bachelor’s degree from Wesleyan University in Political Science and a master’s degree from the Fletcher School of Law and Diplomacy at Tufts University in International Business. An active member of the Boston arts community, Mr. Rashti serves on the Board of Overseers for the Institute of Contemporary Art and as Chair of the Board of Trustees for the Eliot School of Fine and Applied Art.

Paulette Shaw Querner
Chief Medicaid Officer
Paulette Shaw Querner provides strategic leadership in the evolution of NHP’s core Medicaid business. She also oversees the development of Accountable Care Organization partnerships that are critical to a sustainable and economically viable MassHealth program with better clinical outcomes for patients.
Ms. Querner is a nationally recognized leader in the community health movement. She has more than 40 years’ experience in health care and nonprofit management and leadership. Most recently, Ms. Querner served as Vice President for Community Health Centers for Harbor Health Services, Inc., where she was responsible for 350 employees serving 27,000 culturally diverse patients in eight locations throughout Massachusetts.
Ms. Querner is a graduate of the Children’s Hospital School of Nursing with a bachelor’s degree in Registered Nursing from the University of Massachusetts at Boston and a Master of Business Administration, Health/Health Care Administration/Management, from Boston University. She is a past member of the Board of Directors of the Massachusetts League of Community Health and for Neighborhood Health Plan. In 2012, Ms. Querner received the Aaron L. Brown Memorial Public Service Award from the National Association of Community Health Centers for her leadership in promoting community health.

Sabrina WilliamsVice President of Human Resources
Sabrina Williams is the Vice President of Human Resources for Neighborhood Health Plan. She is responsible for providing strategic leadership in the areas of workforce development, employee relations, talent acquisition and retention, diversity and inclusion, organizational design, and change management.
Ms. Williams has over 15 years of experience as a Human Resources executive and senior leader. Prior to joining NHP, she served as the Director of Human Resources for the Health Science Campuses at Tufts University.
Ms. Williams has held related leadership roles at a variety of nonprofit organizations, including the Urban League of Eastern Massachusetts, South End Settlements, and the Roxbury Community College Foundation. She received a BA in Sociology and Economics from Brandeis University and an MBA from Simmons College School of Management.
