Deborah C. Enos
President and Chief Executive Officer
Deborah C. Enos is the President and Chief Executive Officer for Neighborhood Health Plan. She is responsible for providing strategic leadership for the company by working with the Board of Directors and the Senior Leadership Team to establish long-range goals, strategies, plans and policies. In addition, Ms. Enos builds and maintains working relationships with key external industry organizations both locally and nationally, including the Massachusetts League of Community Health Centers, the Massachusetts Association of Health Plans, and the Association of Community Health Plans as well as advocacy groups, state regulatory agencies, and others.
Ms. Enos currently serves on the boards of several industry organizations including the American Heart Association, Association for Community Affiliated Plans, Community Health Center Capital Fund, Community Medical Alliance, Massachusetts Association of Health Plans, Massachusetts Association for Mental Health, MassHealth Payment Policy Advisory Board, and the Partnership for Healthcare Excellence. Most recently, Ms. Enos was appointed to the Special Commission on Health Care Payment Systems in Massachusetts.
Ms. Enos joined NHP in 1997 serving as Vice President for Business Development at NHP for seven years prior to assuming her role as President and CEO. Her previous experience includes various management roles at Blue Cross Blue Shield of Massachusetts and Cambridge Eye Doctors.
Ms. Enos received her Bachelor of Arts degree in Psychology from Dartmouth College and her Master of Science degree in Health Policy and Management from the Harvard School of Public Health.

Carla Bettano
Vice President of Business Development
Carla Bettano is the Vice President of Business Development for Neighborhood Health Plan. She is responsible for providing strategic leadership in the areas of business development, marketing and corporate communications, commercial sales operations, and business planning. Ms. Bettano also provides executive leadership for NHP's Medicaid, Commonwealth Connector, and commercial membership growth and retention initiatives as well as community health center initiatives and support.
Ms. Bettano's career in health care spans more than 20 years. She joined NHP in 1999, serving as Director of Provider Network Development. Prior to joining NHP, Ms. Bettano was the Director of Provider Relations and Contracting for CIGNA HealthCare for the New England region.
Ms. Bettano earned a Bachelor of Science Degree in Communications from Fitchburg State College. She is also a graduate of the Boston Center for Community and Justice's LeadBoston program.

Marilyn Daly
Chief Information Officer
Marilyn Daly is the Chief Information Officer for Neighborhood Health Plan. She is responsible for providing strategic leadership in the areas of planning, technology innovation, business intelligence, and delivery and management for the company's information technology initiatives. She also oversees the development and support of NHP's computing and telecommunications infrastructure.
Ms. Daly joined NHP in 1996. Her previous positions at NHP include Director of Applications and e-Business as well as Director of Clinical Services.
Ms. Daly is a member of Health Information Management Systems Society (HIMSS), Women in Technology International (WITI). She also sits on the Board of Directors for the New England Healthcare EDI Network (NEHEN).
Ms. Daly earned a Master of Public Health degree from Boston University, a Bachelor of Science in Health Care Administration from Emmanuel College, and an Associate of Science in Nursing from Laboure College.

Joanne Derr
Vice President of Human Resources
Joanne Derr is the Vice President of Human Resources for Neighborhood Health Plan. She is responsible for providing strategic leadership in the areas of compensation, benefits, employment, workplace learning, work-life programs, employee relations, organizational development, employee appreciation, and diversity and equal opportunity at NHP.
Ms. Derr's career in human resources spans more than 20 years. Prior to joining NHP in 2008, Ms. Derr was the Associate Vice Chancellor of Human Resources at the University of Massachusetts Medical School, and also served as Director of Leadership Strategy at Nortel Networks.
Ms. Derr earned a Bachelor of Science degree from Boston University in Special Education and a Master of Science from Boston University in Vocational Counseling.

Charles Goheen
Chief Financial Officer
Charles Goheen is the Chief Financial Officer Neighborhood Health Plan. He is responsible for the strategic leadership of the company's financial and accounting functions, development and management of budgets, and assuring compliance with financial requirements dictated by state and federal regulatory agencies.
Mr. Goheen's career in health care spans more than 25 years. Before joining NHP, Mr. Goheen served as Chief Financial Officer at Fallon Community Health Plan for eight years. Prior to his career at FCHP, Mr. Goheen served in senior leadership roles at Provider Service Network, Physicians Quality Care and Harvard Pilgrim Health Care.
Mr. Goheen earned an MBA from the Sloan School of Management, M.I.T. and a Bachelor of Arts degree from Harvard College.

Joanne Landry
Vice President of Operations
Joanne Landry is the Vice President of Operations for Neighborhood Health Plan. She is responsible for providing strategic leadership in the areas of claims services, business process improvement, health plan benefits administration, central services, member enrollment, credentialing and NHP's customer care center.
Ms. Landry's career as an Operations professional spans more than 15 years. Prior to starting her career at NHP in 1999, Ms. Landry served as a Banking Officer at the Bank of New England where she oversaw all back office operations including customer service. She also served as the Manager of Customer Services at Unicare Life and Health Insurance, and at Fidelity Investments as an Implementation Manager in their Health and Welfare practice.
Ms. Landry earned a Bachelor of Science degree in Business Studies and an MBA with a concentration in Global Studies from Southern New Hampshire University. Ms. Landry is a 2006 graduate of the Massachusetts Institute Community Health Leadership offered through the Blue Cross Blue Shield Foundation. She also sits on the Board of Directors for Health Care Administrative Solutions, Inc.

Paul Mendis, MD
Chief Medical Officer
Paul Mendis, MD is the Chief Medical Officer for Neighborhood Health Plan. He is responsible for providing strategic leadership in NHP's care management, disease management, behavioral health, pharmacy, and special populations programs.
Dr. Mendis has practiced primary care for more than 20 years in urban health center environments as well as serving in health care leadership roles. Prior to joining NHP in 1999, Dr. Mendis served as a Medical Director at Harvard Pilgrim Health Care, overseeing programs for elderly and disabled patients. He also served as Health Center Director at Harvard Community Health Plan for 12 years. In addition, Dr. Mendis practiced primary care and served as Chief of Internal Medicine at the Dimock Community Health Center in Roxbury, Massachusetts.
Dr. Mendis serves on numerous Boards, including the Massachusetts Health Council, Massachusetts Medicaid Policy Institute, Massachusetts Association of Health Plans, and the Dimock Center. He is a member of the Massachusetts Medical Society, American Medical Association, and the American Geriatrics Society.
A graduate of Princeton University and Harvard Medical School, Dr. Mendis is board-certified in internal medicine.

David Segal
Chief Operating Officer
David Segal is the Chief Operating Officer for Neighborhood Health Plan. He is responsible for providing strategic leadership in managing NHP's internal operations, and is directly responsible for claims, enrollment, customer service, information technology, human resources, provider network management project management, and business process management. Mr. Segal is also responsible for overseeing major cross-functional initiatives and processes across the entire organization.
Mr. Segal has over 20 years of experience as a senior health care executive. Prior to joining NHP, he served as the Senior Vice President for Customer Service and Market Performance at Harvard Pilgrim Health Care.
Mr. Segal earned a Masters in Management degree from the Heller Graduate School at Brandeis University in 1983, and a Bachelors of Arts degree from Brandeis University in Anthropology.

Pam Siren
Vice President of Quality and Compliance
Pam Siren is the Vice President of Quality and Compliance for Neighborhood Health Plan. She is responsible for providing strategic leadership to ensure NHP's compliance with state and federal laws and regulations, the state Medicaid contract, clinical quality measurement and improvement, and NCQA accreditation. Under Ms. Siren's leadership, NHP has achieved 'Honor Roll' status in NCQA/U.S. News and World Report Nation's Best Medicaid Health Plans and achieved status as one of the nation's top 50 Commercial Health Plans two years in a row. In the same time period, NHP earned excellent NCQA accreditation status for both the Commercial and Medicaid products.
Ms. Siren has worked in health care for more than 30 years. She started her career as a nurse in the inpatient setting, and expanded her career to include public health, quality management, evaluation, and compliance before joining NHP in 1999.
Ms. Siren earned a Bachelor of Science in Nursing from Widener College and a Masters in Public Health from Boston University. She is a member of the Health Care Compliance Association and the American Society of Quality.

Jennifer Kent Weiner
Vice President of Provider Network Management
Jennifer Kent Weiner is the Vice President of Provider Network Management for Neighborhood Health Plan. She is responsible for providing strategic leadership in the areas of contracting, contract finance, provider network operations and provider relations.
Ms. Kent Weiner has over 20 years of experience in managed care and approximately 18 years of experience in provider network management. Prior to joining NHP in 2010, Ms. Kent Weiner served as Senior Director, Boston Medical Center Health Net Plan (BMCHP) where she oversaw the provider network management strategy for that organization's statewide provider network. She also served in Director level positions at Private Healthcare Systems, HealthMarket and Harvard Pilgrim Health Care (HPHC).
Ms. Kent Weiner earned a Bachelor's degree in Management from Simmons College and a Master's Degree in Management from Lesley College.
